WHO I AM
Meet Siobhan Graham
I am Siobhan Graham, founder of Clover HR Solutions and an HR professional with 28 years of experience, including more than a decade working inside San Diego nonprofit organizations.
Â
I did not enter nonprofit work from the outside. I have served as Chief of Staff, Director of Operations, and senior HR leader inside organizations doing meaningful work in this community. I understand what it is like to manage people with restricted funding, a stretched team, and a mission that always comes first.
That firsthand experience is what sets Clover HR Solutions apart.
That experience is what makes Clover HR Solutions different.

Years of hands-on nonprofit leadership
MY NON PROFIT STORY
My nonprofit experience was built from the inside, through years of hands-on leadership with organizations serving the San Diego community.
Â
At the Jacobs Center for Neighborhood Innovation, I served as Chief of Staff, working closely with executive leadership and the board while overseeing HR, finance, development, grant writing, and programs. At West Health, I was promoted from Director of Human Resources to Vice President of Operations & Human Resources, leading HR, IT, operations, and facilities across multiple nonprofit entities. At the San Diego Volunteer Lawyer Program, I served as Director of Human Resources and Administration, supporting HR, operations, and grant management as second in command.
Â
More recently, I have had the privilege of working with Elder Law & Advocacy and ProduceGood, two San Diego nonprofits whose missions I deeply respect.
Â
This experience gives me a practical understanding of how nonprofits actually operate, not just from an HR perspective, but from the realities of funding, staffing, leadership, compliance, and mission-driven decision-making. It is the perspective I bring to every client relationship.
WHAT THAT MEANS FOR YOU
HR guidance that sees the whole picture
When you call me about an HR situation, I look beyond the immediate question. I consider the employment law requirements, but I also think about your funding structure, board dynamics, budget cycle, team capacity, and culture.
Â
Small nonprofits cannot always use the same HR playbook as larger organizations or for-profit companies. Your decisions often have to account for restricted funding, lean staffing, grant requirements, and people who are deeply committed to the mission.
That is where Clover HR Solutions can help. You get practical guidance that reflects how your organization actually works, so you can make confident HR decisions without spending hours researching on your own.
That is exactly what I am here for.
A strong corporate foundation
EARLIER IN MY CAREER
Before focusing on nonprofit work I held senior HR roles at organizations including McGraw-Hill, Wawanesa General Insurance, Sanyo, and Maxwell Technologies. Those years gave me a strong foundation in employment law, compliance, compensation, and workforce strategy that I bring to every engagement today.
A LITTLE ABOUT ME
San Diego by way of Ireland
Before focusing on nonprofit work, I held senior HR roles with organizations including McGraw-Hill, Wawanesa General Insurance, Sanyo, and Maxwell Technologies. Those years gave me a strong foundation in employment law, compliance, compensation, and workforce strategy, experience I still draw on in my work with small nonprofits today.
Â
I was born and raised in Ireland and have proudly called San Diego home for almost 30 years. Outside of work, you will often find me at dog beach with my dog Cooper, out on San Diego Bay, or spending time with family and friends.
I started Clover HR Solutions because I believe small nonprofits deserve access to thoughtful, experienced HR support without the cost or complexity that often puts it out of reach. I would be honored to be that partner for your organization.
